Accept configuration for PaymentServer's `redemptionConfigTokensPerVoucher`

https://github.com/PrivateStorageio/PaymentServer/issues/116 will make the number of tokens issued per voucher configurable on the PaymentServer CLI. Extend our PaymentServer NixOS module to support this configuration item so grids deployed with PrivateStorageio can choose their own value here.
