Validate the UEB fingerprint when decoding shares

The CHK capability contains a hash of the URI extension block. The hash must match the data found in at least one share. Perhaps it should even match the data found in all of the shares? Or maybe all of the shares data from which is used for subsequent decoding/decryption tasks.
