Add a higher-level download API

Great Black Swamp itself is concerned with the very low-level storage network protocol. This is lower level than most applications really want to use.

Add a higher-level API on top of the low-level API that is intended for applications for the typical use-case of retrieving some plaintext given a capability and server configuration.
