Add a CI job that runs the test suite against Tahoe-LAFS 1.16

A new Tahoe-LAFS release is nearly upon us. I'm pretty sure we're not compatible. Get CI to help fill in the details.

Having CI set up will allow progress on #225 (closed) and #224 (closed)
