Expose version information about ZKAPAuthorizer via an HTTP API

It is useful to be able to determine exactly what version of the code has been loaded into a Tahoe-LAFS process. Expose this from the running Tahoe-LAFS node beneath the ZKAPAuthorizer client resource.
