Use `$__file{}` for grafana's slack URL secret.

Followup to !185 (merged), since I discovered we don't need to put the value in the environment.

I tested this by adding a new webhook, and configuring the local grid to use it.

Please also update the docs so they aren't in conflict with the new code.
