Update privatestorage.

This updates to the latest version of ZKAPAuthorizer, and updates the system tests to work with the new version.

In particular, this pulls in https://github.com/PrivateStorageio/ZKAPAuthorizer/pull/212 which adds a new required option on the client side.

This makes it easier to pull in future updates, (for example for #84).
