Reorder issuer domains

Nit-picking: The TLS cert for payments says it's for payments.privatestorage.io.
I would like it to instead say it's for payments.private.storage.

50/50 this breaks something. The first name in this list is given significance in other ways too. I suggest not merging until auditing all those uses and verifying we're ready to switch.

OK! This is not important. If in doubt, throw it out / close the MR.

If we resolve that one issue about consolidating on a single domain then we can probably delete most of the domains in these lists instead of re-ordering. Since we want to do that any and it makes this change obsolete, let's just do that.

Some domain stuff changed in PrivateStorageOps. This seems pretty safe now.

When I load this page GitLab spins forever trying to load the "pipeline status". I'm not sure if this is an existing problem, if it is related to recently deployed changes (not sure how it could be since they were all on staging environment), or if it has to do with the age of this MR or the fact that it was closed and then re-opened?

I see periodic errors in the whetstone logs:
