Monitoring: Add regular scraping for Tahoe OpenMetrics statistics

Regularly fetch Tahoe metrics.

This curls the Tahoe daemons' statistics?t=openmetrics endpoints every five minutes and places the output in the directory for Node Exporter's textcollector.
