define groups for tahoe nodes

Our tahoe module defines groups for introducers twice and never defines groups for storage nodes. Fix the bug that causes this.

Noticed this because the deploy output currently includes:

warning: user ‘tahoe.storage’ has unknown group ‘tahoe.storage’

I think perhaps an older version of nixpkgs was automatically creating a group for us and then nixpkgs stopped doing that.
