Reworked hro-config as new morph grid in a branch we can merge in develop

As described in #148 (closed), this changes is a reworked version of hro-config branch with 2 main differences:

• PS production has been left untouched and HRO is defined as separated grid in a directory named hro-cloud
• 2 features has been reworked to be configurable (Borg backup and token count) to manage all existing grids

REM: The initial git commits from Jehad have been conserved as much as possible (they had to be altered and one has been split for clarity).

Also, this PR enable CI for this new grid, but not yet CD. This is on purpose as we'd better deploy manually at least once and, the deployment key still need to be adapted. I'm planning to create a separate issue for this goal.
