Merge develop into production

• Upgrade to NixOS 23.11
• Fix Loki centralized logging
• Use LeaseReport that does not runtime-depend on GCC

Deployment requires uploading the Zulip secret URL to the production monitoring machine (Done on 2024-01-19).
