Add "lightweight design" doc in markdown format

This MR transposes the "lightweight design" document from cryptpad into markdown format for ease of preservation and integration with git{,lab}.

The content of the original document (as of December 26, 2022) remains unchanged, with the exception of markup/formatting-related modifications required to render the document.
