Move CI to GitLab

CI is currently set up to run on CircleCI.

Possible we could figure out some GitLab/CircleCI integration but our self-hosted CI is likely to be faster anyway.

The CI configuration for privatestorage/tahoe-chk is likely a good example of what we should do here.
