Various changes to catch up with the latest Great Black Swamp spec

The Python implementation seems to have settled down so perhaps this is really the "v1" GBS spec.

The memory and filesystem backends still work at least as well as they did before (which is to say, not very - and better for immutables than for mutables). They do check the upload secret now.
