Add an interface for getting the number of ZKAPs remaining

For debugging, reporting, UX purposes (such as estimating depletion time) it would be useful to know how many unused ZKAPs remain in the local database. Together with #55 (closed) this should allow an estimate for the time when there are no more ZKAPs in the local database.
