encourage Tahoe-LAFS nodes launched in the test suite to exit eventually

The test suite should typically arrange for these processes to be terminated. However, if this mechanism fails, we can also arrange for the Tahoe-LAFS nodes to exit on their own after some time passes by writing an "exit trigger".
