Grafana: Revamp network errors panel, add (experimental) PSI panels

This:

• improves the network errors panel to display a rate and also show incoming errors
• adds a row with three panels (CPU, memory, i/o) for the new pressure interface

The guy who implemented this interface in node_exporter went to Uni with me. Usually he knew what he was doing IIRC 😹
