Grafana: Revamp network errors panel, add (experimental) PSI panels

Florian Sesser requested to merge grafana-resources-network-errors-and-psi-panels into develop

This:

  • improves the network errors panel to display a rate and also show incoming errors
  • adds a row with three panels (CPU, memory, i/o) for the new pressure interface

The guy who implemented this interface in node_exporter went to Uni with me. Usually he knew what he was doing IIRC 😹
